If the wall height exceeds 8ft (2.4m) noggins between the studs are a must to stiffen the wall. Fix to concrete below with 7mm hole, brown plus and something like 5 x 100mm (#10 x 4in) screws, 1 or 2 per bay. I'd fit 25mm ply to the studs on the inside of your garage too if it was me, much less emphasis on finding a stud then to hang heavy shelves or objects on at a later date. Should have added that, some board outside with OSB3 first before fixing membrane.
