The short answer as far as I know is class size and state funding. So both schools are small, and in fact PSD is tiny, so there's more money to go around. Additionally, the state itself pays the Commonwealth grant to PA residents with good grades, which is 20K a year. So a lot of money there, which is good from a student-consumer perspective.
