WebCura should actually be the one parsing that, and spit out the rendered lines, so like M140 S60 M190 S220 (with whatever temperatures you've set in Cura). Those are commands that klipper will be perfectly happy with. Cura insures that there won't be a cold extrusion when starting a print by inserting the heating commands if there are no keywords in the StartUp gcode.
